Missouri has one independent city: St. Louis separated from St. Louis County in 1876 and the two are entirely different jurisdictions, which catches people out on a daily basis. Kansas City sits in four counties at once. And across most of the state the county has no building-code authority in the first place — so who reviews your drawings, whether anyone inspects the work, what it costs, how the land is zoned and the figures it is engineered to are all decided county by county.
