Sikeston is one city in two counties, and the split is written into its own rulebook: the zoning ordinance sets a minimum lot size and in the same sentence sends you to the Recorder of Deeds of Scott or New Madrid County. That line carries more weight here than it would anywhere else in Missouri, because the state's own hazard authority draws a boundary through the middle of the city. A 1991 State Emergency Management Agency and FEMA study of a magnitude 7.6 New Madrid earthquake put Scott County at 5 percent of structures collapsed and New Madrid County at 10 percent, and Sikeston is in both bands at once. Sikeston is also where the Missouri building-code story runs out. Both counties are third classification, so neither may adopt a county building code at all, and neither publishes a building department: inside the city limits the code is the City of Sikeston's, and outside them there is none. What the city adopted repays a second reading. It took the 2018 International Residential Code and amended it to delete all seismic sections, references, tables and charts, in the same section that fills in Table R301.2(1) with seismic design category E. Only counties of the first and second classification may adopt a building code at all, and classification is set by assessed valuation rather than population, so a small county can hold the power while a much larger one does not. Sikeston's own code deletes every seismic provision, then prints category E in the same section
Sikeston Municipal Code Section 500.080 adopts the 2018 International Residential Code for One- and Two-Family Dwellings as the Residential Building Code of the City of Sikeston. Section 500.090.A, the list of additions, insertions and changes to it, opens at item 1 with: Delete all seismic sections, references, tables, and charts. Item 8 of the same subsection then amends Table R301.2(1) and fills the Seismic Design Category column with E. Both were enacted by Ord. No. 5936 of 4 November 2013 and amended by Ord. No. 6250 of 6 December 2021. The table's own footnote f, printed with it, says the jurisdiction shall fill in that part of the table with the seismic design category determined from Section R301.2.2.1, which is one of the sections item 1 deletes. This is the single most consequential sentence in Sikeston's rulebook for anyone putting up a house here, and it has to be resolved with the building official in writing before drawings are priced, not discovered at inspection. The city's building code article, Section 500.020.A, carries no equivalent blanket deletion, though it does delete IBC Appendix L, Earthquake Recording Instrumentation, and Appendix M, Tsunami-Generated Flood Hazard.

Missouri does have a seismic mandate, and it does not reach a house
RSMo 319.200 to 319.207 is a real, enforceable Missouri instrument, and it is unusual — most states have nothing like it. Under Section 319.200, the state geologist and the U.S. Geological Survey notify the State Emergency Management Agency of each city, town, village or county that can be expected to experience ground shaking equivalent to a Modified Mercalli of VII or above from a New Madrid Fault earthquake of magnitude 7.6, and each such jurisdiction shall adopt an ordinance or order requiring new construction, additions and alterations to comply with the seismic standards of the 1990 or later edition of either the uniform building code or the building officials and code administrators code. Under Section 319.207, a jurisdiction that does not comply is not eligible to receive any state aid, assistance, grant, loan or reimbursement until compliance has been proven, the state treasurer must withhold funds, and the attorney general must act to recover funds already paid. That is as hard an enforcement clause as Missouri writes. And then Section 319.203.2 exempts, in the statute's own words, any private structure with less than ten thousand square feet in total area and any single-family or duplex residence. Section 319.203.1 separately limits what the sections apply to in the first place, chiefly buildings begun after 1 January 1994 under leases executed by the state or a political subdivision. Section 319.203.3 adds that nothing in the sections requires the political subdivision to establish an inspection program. So the state seismic mandate does not reach a barndominium used as a dwelling. Only the locally adopted code does. Note also what Section 319.200 names: the uniform building code and the building officials and code administrators code, two model codes discontinued in the late 1990s and folded into the International Codes. The statute has never been updated to name the I-Codes, and Missouri does not require the IBC or the IRC anywhere.

Missouri's Department of Natural Resources publishes, on its Facts about the New Madrid Seismic Zone page, the results of a 1991 State Emergency Management Agency and FEMA report modelling a magnitude 7.6 New Madrid earthquake. For the Bootheel counties of Mississippi, New Madrid and Pemiscot it estimates 0.2 to 2 percent of the population killed, 1 to 10 percent seriously injured, 10 percent of buildings collapsed and 30 percent receiving severe structural damage. For Scott, Stoddard and Dunklin counties the figures are 0.1 to 1 percent killed, 0.5 to 5 percent seriously injured, 5 percent of structures collapsed and 20 percent severely damaged. Sikeston is in both groups at once: 14,122 of its 2024 residents live on the Scott County side and 1,940 on the New Madrid County side. The same DNR page gives a recurrence interval of somewhere between 500 to 1,200 years for a magnitude 7.0 to 8.0 event, notes that some scientists put the probability of one at about 10 percent in 50 years, records the last magnitude 6.7 event in the zone near Charleston, Missouri on 31 October 1895, and describes the 1811 to 1812 sequence as affecting roughly 5,500 square miles by landslides, fissures, sandblows, lateral spreads, subsidence, submergence and uplift. The biggest parcels in Missouri are on both sides of this city line
The 2022 Census of Agriculture county profiles put New Madrid County at 244 farms working 346,144 acres, an average of 1,419 acres a farm, and Scott County at 389 farms working 213,397 acres, an average of 549 acres. The Missouri state average is 308 acres across 87,887 farms and 27,026,243 acres in farms. New Madrid County is the more extreme of the two by a distance: 341,972 of its 346,144 farm acres are cropland and only 910 acres are pastureland, and 201,641 acres, 58 percent of everything in farms, are irrigated. Scott County reports 194,358 acres of cropland and 108,823 irrigated acres, 51 percent of land in farms. Flat, deep, drained and irrigated at that scale is the reason the Bootheel is the easiest ground in Missouri to set a large building on, and the reason a five- or ten-acre parcel is a rounding error to the seller rather than a subdivision. It is the same reason the ground is deep alluvium rather than rock, which is what the seismic and foundation conversation on this page is about.

Also worth knowing before you build in Sikeston

Neither county may adopt a building code, and neither publishes a building department
RSMo 64.170.1 empowers the county commission in all counties of the first and second classification to adopt regulations controlling construction and to issue building permits, and RSMo 64.205 states the scope negatively in one sentence: sections 64.170 to 64.200 shall apply to all counties of the first and second class. The Missouri Association of Counties list published in May 2025 puts Scott County and New Madrid County both in Class 3, among 89 of Missouri's 114 counties. Neither may adopt a county building code at all, and the situation only changes if assessed valuation changes the classification. The counties' own websites bear this out. Scott County's published department list runs from Ambulance District to Treasurer with no building, planning, zoning or code-enforcement office in it; its Office of County Development describes itself as responsible for infrastructure, business attraction and retention, marketing and the management of state and federal grants. New Madrid County's department list likewise carries no building or zoning office, but does carry a Floodplain Administration department that Scott County's does not. That difference is worth knowing before buying, because in a Missouri county without planning and zoning, RSMo 49.600 requires a vote of the people before the commission may adopt National Flood Insurance Program regulations at all, and lets voters rescind them by petition afterwards.

Missouri's Department of Health and Senior Services runs on-site wastewater permitting through three authority types, and Sikeston's two counties fall into two different ones. Scott County's authority is the Scott County Health Department under a Contract authority type, at 102 Grove Estates Court, PO Box 129, Sikeston, MO 63801, on (800) 471-4044. New Madrid County's authority is DHSS itself, authority type DHSS, at 930 Wildwood Dr., Jefferson City, on (573) 751-6095 extension 5, with an application number requested through a state web form. DHSS also warns on the same page that some incorporated cities do not fall under the local permitting authority even where an ordinance is in place, in which case the local authority defers the permit back to DHSS, so an in-city parcel needs the question asked directly. Two further Missouri rules matter more here than the perc test everyone expects. Under 19 CSR 20-3.060 the state recognises two acceptable site evaluations, percolation tests or a soil morphology examination in a profile pit, and the administrative authority chooses which is used, so the right phrase for Missouri is soil morphology evaluation, or a percolation test if the local authority allows one. And RSMo 701.031 excludes the owner of a single-family residence lot of three acres or more from the state on-site sewage programme entirely, subject to setback and nuisance conditions, though DHSS is explicit that a local ordinance may still be more restrictive than the state standard.

The ground under Sikeston: a soil named after the city, and the aquifer at the surface
There is a USDA soil series called Sikeston, and its type location is in New Madrid County about three miles southeast of the city. Its official series description reads: The Sikeston series consists of very deep, poorly drained, moderately slowly permeable soils formed in loamy alluvium in depressional areas, channels, and sunken lowlands of flood plains. Slope gradients are 0 to 2 percent. On drainage it says: Poorly drained. Runoff is negligible or very low. Permeability is moderately slow. There is a permanent water table between 4 and 10 feet and a high water table that extends to the surface in undrained areas. That is the foundation problem here stated by the federal agency that maps it, and it is a foundation problem rather than a frame problem: high water and loose saturated alluvium are what liquefaction acts on. The regional picture matches. Missouri DNR's Southeastern Lowlands Groundwater Province fact sheet, dated 10 August 2021, describes the Bootheel province as all or parts of 11 counties over about 3,900 square miles, names Sikeston among the cities drawing public water from it, and records that the Southeast Lowlands Alluvial Aquifer is found at the surface, holds up to 21 trillion gallons, and supplies irrigation wells capable of pumping up to 3,000 gallons per minute. Water is not the constraint here that it is in northern Missouri; keeping it out from under a slab is.

Radon runs backwards here: the worst-earthquake counties are the best-radon counties
Parsed directly from the EPA's county-level Map of Radon Zones dataset on 6 September 2026, Missouri returns 115 rows, the 114 counties plus St. Louis city. Zone 1, the highest predicted indoor screening level at above 4 pCi/L, covers 11 counties: Andrew, Atchison, Buchanan, Cass, Clay, Clinton, Holt, Iron, Jackson, Nodaway and Platte, which is the Kansas City metro and the northwest corner with one Ozark outlier. Zone 3, the lowest at a predicted average below 2 pCi/L, covers exactly seven: Butler, Dunklin, Mississippi, New Madrid, Pemiscot, Scott and Stoddard. Both of Sikeston's counties are in that seven. The map with the highest seismic demand in Missouri and the map with the lowest radon potential in Missouri cover the same ground, so a page that says Missouri is a high-radon state is wrong in eleven counties' favour and seven counties' disfavour, and this city is in the seven. EPA's own caveats travel with the map and should be repeated: the Map of Radon Zones was developed in 1993, it should not be used to determine whether an individual home needs testing, and all homes should be tested regardless of zone designation. On a slab-on-grade building the passive sub-slab work costs almost nothing before the pour and is expensive to retrofit, so it is a design-time decision in any zone.

The city amends the residential code line by line and never once touches the siding
Sikeston has an adopted residential code and a department that inspects against it, so this is where a restriction on exterior materials would appear if the city had one. It does not. Chapter 500 adopts the 2018 International Residential Code by Ordinance No. 6250 and then rewrites it hard: it adds requirements about who prepares construction documents, forces plumbing walls to two-by-six framing, deletes the footings-for-wood-foundations section, deletes the pier and curtain wall foundation section, deletes the columns chapter, and strips every seismic reference out of the masonry foundation wall provisions. Not one of those amendments reaches exterior wall covering, and the chapter leaves the model code's exterior-covering provisions standing unaltered. Chapter 405, the zoning regulations, divides the city into fifteen districts and carries no prohibited-materials list, no minimum masonry percentage, no minimum roof pitch on a dwelling, no minimum eave projection, no minimum dwelling floor area and no design review or certificate-of-appropriateness process. The word corrugated appears once in the whole of Title IV, in the industrial use table, where it describes the manufacture of shipping containers. Two narrow appearance clauses do exist: underpinning around a manufactured home "shall be similar in appearance to materials used for the siding of the manufactured home to which it is attached" within ninety days of setup, and a group home's exterior appearance and other standards must equal those applying to single-family residences. The city also adopted the 2018 International Zoning Code as a companion at Section 500.1170, then deleted its agricultural, residential, commercial and industrial zone chapters outright and pointed the classifications back at Chapter 405, so nothing new about materials arrived with it. Chapters 420 and 425 are declarations of protective covenants adopted by the city, and both attach to a business and technology park and an industrial park rather than to housing. Outside the city limits neither county publishes a building or zoning office for a rule of this kind to sit in.

The expensive surprises are in the ground, not the building

What moves a Missouri budget is usually below grade, and which problem you have depends on where in the state you are. Across the Ozarks it is karst: the Department of Natural Resources maps more than sixteen thousand sinkhole points, and what matters there is what is under the slab rather than what the slab sits in. Across the north and centre it is claypan — dense, slow-draining subsoil that perches water above it for months of the year. In the Bootheel it is deep alluvium carrying the highest seismic demand in the state, where the same soils modelled for liquefaction attack post embedment and slab bearing rather than the frame above them. The same ground then decides the septic system, and Missouri does not run that on a percolation test alone: the rule allows a perc test or a soil morphology examination in a profile pit, and the authority reviewing your parcel picks which. Where a drainfield sits near a sinkhole's drainage, perc testing on its own is not permitted at all. Whether that authority is the state or your own county is itself a local question, and it changes what you have to file. So the site work, the foundation and the drainfield get resolved together rather than one at a time. We price the dirt before we price the building.

As of 2024, 14,122 Sikeston residents were counted in Scott County and 1,940 in New Madrid County. Three practical consequences. First, the septic permit comes from different bodies: the Scott County Health Department holds a contract authority from the state Department of Health and Senior Services, while for the New Madrid County side DHSS in Jefferson City permits directly. Second, the state's own modelled damage bands differ: a 1991 SEMA and FEMA study of a magnitude 7.6 New Madrid event put Scott County at 5 percent of structures collapsed and 20 percent severely damaged, and New Madrid County at 10 percent collapsed and 30 percent severely damaged. Third, New Madrid County publishes a Floodplain Administration department and Scott County does not. What does not change is the building code inside the city, which is the City of Sikeston's on both sides of the line, and the county building code outside it, which does not exist on either side. Also worth keeping straight, because it trips people constantly: New Madrid is a county, a city about thirty miles south, and the name of the seismic zone. They are three different things.
Will anyone inspect my build if I buy land outside the Sikeston city limits?
Not the county. Under RSMo 64.170 only counties of the first and second classification may adopt a building code, and RSMo 64.205 confirms the scope in one sentence. The Missouri Association of Counties list published in May 2025 puts both Scott County and New Madrid County in Class 3, along with 89 of Missouri's 114 counties, so neither has building-code authority in the first place. Their own websites match: Scott County's published department list has no building, planning, zoning or code-enforcement office, and neither does New Madrid County's. Classification is set by assessed valuation under RSMo 48.020, indexed annually to CPI, not by population, so this is a status with a date on it rather than a permanent fact, and it is worth re-checking before you close. What still applies outside the city is the on-site wastewater permit, floodplain rules where the county administers them, well construction rules under 10 CSR 23, and E-911 addressing. Missouri also distinguishes sharply between needing a permit and getting an inspection, so if any office issues you a piece of paper, ask what that paper actually buys.
What seismic design category applies to a house in Sikeston?
There are three sourced answers and they do not agree, which is why this page gives all three rather than picking. The City of Sikeston's own adopted Table R301.2(1), at Section 500.090.A.8 of the municipal code, prints Seismic Design Category E. The USGS Seismic Design Web Service, queried at the city's own coordinate on 6 September 2026 for ASCE 7-16, returns Ss 2.202 g and S1 0.791 g, and at Site Class C an SDS of 1.761 g, an SD1 of 0.738 g and category E, while at Site Class D it refuses to return a category at all and points at Section 11.4.8, the standard's requirement for a site-specific ground motion hazard analysis. The same service queried for ASCE 7-22 at the same point returns Ss 2.68 g, S1 0.73 g and, at Site Class D, category D. For a permit, the adopted local figure is the one that governs. For a design decision, all three belong in front of whoever is sealing the structural drawings. And there is a further wrinkle you should raise with the building official before anything is priced: the same section of the Sikeston code that prints category E begins its list of amendments with the instruction to delete all seismic sections, references, tables and charts from the 2018 IRC, and the table's own footnote points at a code section that deletion removes.
What does the New Madrid Seismic Zone actually change about a post-frame or steel-frame building?
Mostly the foundation and the connections, not the roof. In a post-frame or steel-frame building the lateral system is the diaphragm plus the frames or braced bays, and the seismic demand shows up as lateral force and as connection detailing rather than as heavier purlins. The ground is what makes the Bootheel different. The USDA series named after this city describes very deep, poorly drained soils formed in loamy alluvium with a permanent water table between 4 and 10 feet and a high water table that extends to the surface in undrained areas, and Missouri DNR's Southeastern Lowlands fact sheet puts the alluvial aquifer at the surface. Saturated loose alluvium is what liquefaction acts on, and liquefaction attacks post embedment and slab bearing, not the frame above. Missouri DNR's own account of the Bootheel damage mechanism is about the land as much as the buildings: sandblows, fissures, lateral spread and subsidence, with irrigated fields no longer level and drainage ditches blocked. The practical answer is to get the site class and the seismic design category established for the actual parcel before the building is priced, and to have the foundation designed and sealed by a Missouri-licensed professional engineer, because on this ground the foundation is the part of the job the hazard changes.
Can I build a barndominium on acreage inside the Sikeston city limits?
Yes, and the district you want is AG, Agricultural/Open Space. Section 405.700.A.4 of the city zoning code permits, in AG, one single-family dwelling unit and accessory buildings or structures normally associated with farm uses to include barns, sheds, tool houses and any other facility ancillary to farming or open land, though not a manufactured home. Section 405.720.A sets the minimum lot size at not less than five acres, with no minimum lot width, a 50-foot front setback, 20-foot sides, a 50-foot rear setback and a height cap of two and a half stories or 35 feet. The trap is in the residential districts. Section 405.450.A.8 permits agricultural uses in R-1 and R-2, expressly including farming, truck gardening and nurseries, but expressly not including the erection or construction of a building or structure to be used for on-premise storage, processing or sale of agricultural products, its stated intent being to allow production but not storage. In other words, in R-1 and R-2 you may farm the ground and may not put up the farm building. On top of that, Section 405.450.A.3 requires accessory buildings in those districts to be clearly subordinate and incidental to the main building, which a shop larger than the house will struggle to satisfy. Check the zoning district before the contract, not after. Sikeston also adopted the 2018 International Zoning Code by Ord. No. 6218 of 26 April 2021, then deleted its zone chapters and pointed everything back at Chapter 405, so the district text you need is in Chapter 405.
What will the city charge me for the permit?
The City of Sikeston Code Enforcement Division's Permit Fee Rate Schedule prints its own effective date as 5 July 2006 and gives the residential formula in full: total square footage of the project times $0.223, rounded to the full dollar, split 38 percent to the building permit, 31 percent to plumbing and 31 percent to electrical. The sheet shows its own arithmetic too, deriving $0.223 from a $50 per square foot figure times 0.950, described as the International Code Council's cost modifier for the state of Missouri, times 0.0047, a modifier the city calculated from code enforcement's expenditures against the total value of 2005 local construction. That $50 is a twenty-year-old fee-calculation input published by the city, not a construction price. Set fees on the same sheet include $10 for a flood plain development permit, $10 each for water, sewer and gas line inspections and a $15 minimum shed construction permit. The 2018 building code adoption separately created a $65 per inspection reinspection fee and a $65 weekend inspection fee, at Sections 500.020.A.3 and A.4. Two conditions on the residential permit application matter: every contractor must hold a valid city business or contractor's licence before the permit issues and before work begins, and the permit is void if work does not commence within 30 days or is suspended for 180 days. Confirm every figure with the Department of Community Development at 105 E Center St. before you rely on it, because the published sheet is old.
Is radon a problem in Sikeston?
Less than almost anywhere else in Missouri, on EPA's map, and this genuinely surprises people. EPA's county-level Map of Radon Zones puts exactly seven Missouri counties in Zone 3, the lowest band, with a predicted average indoor screening level below 2 pCi/L: Butler, Dunklin, Mississippi, New Madrid, Pemiscot, Scott and Stoddard. Both of Sikeston's counties are in that seven. The eleven Missouri counties in Zone 1, the highest band, are Andrew, Atchison, Buchanan, Cass, Clay, Clinton, Holt, Iron, Jackson, Nodaway and Platte, which is the Kansas City metro and the northwest corner. So the radon map is close to the inverse of the seismic map. EPA's caveats matter and should not be skipped: the map was developed in 1993, it is not a tool for deciding whether an individual home needs testing, and all homes should be tested regardless of zone. On a slab-on-grade building the passive sub-slab depressurisation work costs very little before the pour and is expensive to add later, so it is worth deciding at design time even in Zone 3, and then testing the finished house.
